The Versova police have booked a man who allegedly posed as an IAS officer and duped a group of people, including a Rajasthan businessman, in Mumbai to the tune of Rs 5.77 crore. The accused lured the victims into investing money in various Slum Rehabilitation Authority (SRA) projects in Mumbai and offered double returns.
The accused has been identified as Ashutosh Kumar Sahay.
The complainant, Ramkumar Dadhich, 65, who runs several educational institutions in Kota, Rajasthan, had first met Sahay in 2017.
Dadhich alleged in his statement to the police that Sahay posed himself as a senior IAS officer and claimed he had good influence in government departments. And because of this, his company gets work on various SRA/Mhada projects and land development projects.
“Sahay claimed that whoever invested money in his projects he would double it in a year. He also claimed that he has land in Kanjur-Bhandup area and won our trust by showing us (fake) land ownership documents, valuation certificate, and bogus promissory notes and made us invest money into his projects and defrauded us,” Dadhich stated in the FIR.
The FIR stated that Sahay duped the victims by fraudulently accepting Rs 5.77 crore (mostly in cash) between June 1, 2017 and January 20, 2023, and when confronted, gave death threats to the victims.
The FIR also mentioned that Sahay was booked and arrested by Janakpuri police in Delhi and the CBI (ACB) in Delhi in the past for similar fraud and in a bribery case.
Police have booked Sahay and three others under sections 406, 420, 465, 467, 468, 471, 506, and 34 of the Indian Penal Code and sections 3 and 4 of the Maharashtra Protection of Interest of Depositors (MPID) Act.
Mumbai crime branch has taken over the investigation from Versova police.
“During preliminary investigation, we found that the accused, Ashutosh Kumar Sahay, is a government officer and allegedly committed the said offence posing as an IAS officer. He also forged documents of the huge land in Kanjur-Bhandup area to show the victims that he was the owner and defrauded them. Sahay had approached the sessions court anticipating that police may lodge an FIR against him, but his plea was rejected. Following this, he approached the high court for interim relief. The high court sought our reply on the inquiry. We registered a criminal case against Sahay,” said inspector Shashikant Sahay of Mumbai crime branch Property Cell.
When contacted, Sahay said he is not the accused person Sahay and his name and mobile number (Sahay’s four numbers have been mentioned in the FIR) were misused in the case. “I am a civil servant and an FIR cannot be registered against me without securing prosecution sanction,” he said.
Sahay, however, admitted knowing the complainant Dadhich and said that he has filed an NC against him at the Versova police station.
Crime branch official said he filed an NC in an attempt to save himself.
